Yes! My son confirmed this in Marine OCS and the officers' "Basic School." (The Marines are unique in that every newly commissioned officer takes a full year's leadership course, even before specialty training.) They'd lead other new officers in practice missions and combat against...other young officers. War games.
He said, "The instructors emphasize: make a decision and act on it. It might be the wrong one, but it's better than no decision at all. You can recover from, and learn from, mistakes."

I notice you source Thomas Monson. Are you...? I have an unpublished novel (and a few others in progress) that feature certain, um, Utah themes, if you're interested. I sent it to @Bluestreak57, to entertain him during his convalescence. He says he started it but hasn't finished. Love story ("opposites attract") with rodeo and crime subplots. Series title is Everlasting Covenant.
