Normally, the tires are the limiting factor; although, sometimes you'll see them "matched" to another component. You'll see something like a 6,000 lb axle rating and a 5800 tire rating. The same axle might be rated higher in another application, but they are rated in a manner that appears to "pair" them. Almost always though, you'll see the tires as the limiting factor or least common denominator, something like tires at 2900, wheels at 3195, axle at 6000. You probably know this, but upping the load rating on the tires also impacts the way they ride and how they "flex" over terrain.
