Is the rear bumper on a 23 WT with a Hoss suspension and front modular bumper made out of plastic or Steel?

Plastic.

The only trims that get rear steel bumpers are Heritage, Black Diamond, Everglades, and Badlands. And that rear steel bumper is powder coated with lots of plastic trim on it. It doesn't match the "style" of the modular bumper.

Yep, plastic cover. Will eventually replace with an aftermarket steel bumper.

Same! Only issue is if you have mud flaps that on the rear bumper, you'll have to look for an alternate option or just remove the mud flaps altogether. ie Rekgen in my situation.

Comes with this one. Horrible looking and super cheap. The aftermarket is already full of these. Definitely a throwaway.

Why would one of their high end models not come with a steel bumper? Is the rationale overall weight?

Exactly!! It is, thats why we cant add skid plates and the badlands cant get a roof rack or slide out tailgate
