What is the eyebolt for that is located where the spare tire should be.

Tie down when it's on the rail car, and also a tow point if you need to be pulled out of some sand or snow (not too deep though). There are two little plastic covers on your bumper that you pop out, and the eyebolt will screw into the point behind.
