All of the engine/transmission parameters will be off slightly. Definitely not a deal breaker, and nothing bad will happen, just not ideal.
$700 is
way too much honest, not surprised you're trying to avoid it.
At that price you might as well just do it yourself. There are many programmers out on the market that'll do it for relatively cheap under $100, including Forscan. Admittedly some are a little on the sketchy side, but most work okay-ish.
If you want an official Ford tool, I would recommend a Procal 4. The basic Procal tool (
link) can make wheel size/gearing changes, show you error codes, and give you some basic troubleshooting functionality. Or... option B is to buy a Procal with a performance tune. Those can be ordered from Ford Performance as well, but if you are a Bronco Nation member you can get a discount:

The tune itself is easy to install, BUT has to be installed by a certified mechanic or a dealer to retain the warranty. Wheel size/axle changes can be made on the fly though without any warranty concerns, and you can always buy the Procal with the tune now and wait to install the performance tune.

I've personally always just made the necessarily changes when I swapped tire sizes, but I also have access to a variety of tuners.
