I am looking to throw 35s on the stock rims of my outerbanks (non sas). Is is possible to throw 35x12.5x18 on those rims? Do I need to get new rims as well?

I’m sorry what size is your stock tire. 12.50s should be on at least an 8.5” wide wheel. Especially on an 18

They are wheels, not rims. The stock wheels are not wide enough at 7.5" for a 12.5" wide tire.

You don't want to go any wider than a 285 or an 11.5" wide on a 7.5" width wheel. No 35s in a 11.5 width with an 18" diameter wheel though.

35x11.5x17 would be ideal if you are looking to go with different wheels. If not you'll be looking at a 285/75-18 which is 34.8 tall.

Will they fit a non-Sas Outbanks?
