Swing out mount

I have a 1989 bronco with an inside spare tire mount. I bought an original swing out mount for it. Question: Do I need to reinforce the fender before I mount it on the vehicle. I got the bolts from bronco graveyard and they are pointed self threading type. Any advice/help would be appreciated.

Yes, If not the metal will move with the rack and affect how your tailgate opens and closes
