About chips

Can someone explain how chip manufacturer and design works?. Are they made and stock like nuts and bolts and bumper parts and brake rotors? Or is each chip individually designed for each part of a vehicle and then the design sent off to Taiwan and then it's made right then and there and then it shipped back? Can you even stockpile chips or are they so special use purposed that they have to be made just before needed?

Here is a good explanation of the process. The bigger issue today isn't the building of a chip, it's the COVID related issues like transit, open work places, person power and available parts from suppliers. A chip manufacturing plant needs raw parts and tools to maintain their facility. If you can't build, you can't build. Ships are stuck in ports etc.
You can stockpile chips if they are "fixed" purpose, but you wouldn't want to overstock causing outdated products.
