Looks like some type of cell phone holder to me. Kind of overkill on the connection to the transmission tunnel though.

was there a plow at one time? Could be a plow control holder..otherwise I would say old cell phone holder from 90's.

Yep, looks like an old cell phone holder to me as well. That's where mine was mounted in my 96, just unbolted and removed.

Ah the good old days...when we left the cell phones in the car, lol. :)

You should be able to remove the mounting hardware from the trans tunnel then toss the phone cradle. I would just cut and remove the wires where they are visible, what is left won't hurt anything.

Is there just one wire? Before clipping it off, you might want to check to see if it's hot. If it has power (check with key on and off), be sure to cap or tape it off after you cut it so it doesn't ground out accidentally and drain the battery or cause other issues.
