People in my area are renting uhauls instead of cars. Also you’re looking at only about 30mi. There’s likely to be a cab service or Uber that could take you. There’s also a shuttle service or two I think:

Even the 4x4 rental places are unavailable? Google says canyonlands jeep rental will pick you up within a certain distance. I'm sure there are others.

The lodge seems to be a high-end hotel, maybe they have a shuttle...if you are booked there.

There is a Silver Car in Vegas by the airport. You need to use their app to rent but they come get you and bring you back to their office and get you your silver Audio. They are great. Used them at many airports across the country.

For your trip to Naran, it's great that you're planning ahead. In Islamabad, places like Faisal Masjid should be open, but it's always good to double-check. As for hotels in Naran, Pine Park Hotel and PTDC Motel are popular options. For your Friday excursion, Shogran and Babusar are must-visits, and if weather permits, Saif-ul-Mulook Lake is breathtaking. Since it's your first trip, flexibility is key.By the way, if you're ever considering upgrading your travel experience, I recently came across some tips on how to get cheap business class tickets.
