Reliever Hitch problem

Tried to install basic receiver hitch today, which looks as easy as it gets, but 2 of the pre drilled holes are attached to a steel box housing the wiring? Anyone seen this? I attempted to remove but they're so close to the bumper that they're impossible to remove due to their length. I need some help with this if anyone has had the some experience. I'll post a pic later

That steel box protects the wiring. The intention is to remove that box when you install Ford's Trailer Tow Kit that's available here on Ford Accessories. Part of the installation step for that kit requires you to remove the rear bumper.

I don't know if you are using Ford's kit or an aftermarket kit... but more likely than not you'll have to remove the rear bumper to complete the installation.
