Probably a dealer installed option. I'd wait to see what the aftermarket offers.

I see them on B&P for Big Bend. Down toward the bottom under the Accessories/Exterior section for $595 and they are black in color. I checked the 2 door but not the 4 door though. I also agree with @Garemlin, there will be quite a few options available through the AM as well.
Badlands, 2 door, 2.3L, Manual, High, Non-SAS, Tow Package, Roof Rails, MIC, Velocity Blue

Better is the operative word here. The factory/DIO roof racks have relatively low load ratings (like 110 lbs dynamic). There will be lots of good options in the aftermarket that can hold 250-300 lbs dynamic and 800-900 lbs static.

I've never heard of rock rails coming in anything other than black. Unless they are painted or powder coated after the fact. Which IMO is pretty pointless considering they are meant ti get scratched and banged up to prevent damage to the vehicle.

Wondering if there is there a difference between "RUNNING BOARDS STEP BARS AND ROCK RAILS Rock Rails - 4 door kit" for $595 and the Rock Rails that come with both Black Diamond and Badlands? Ford.com lets you add this item to both Black Diamond and Badlands even though they "come standard", so I was wondering if one was just straight Rock Rails and the other was Step Board "style" Rock Rails ie there's place for your foot. Step boards are SO nice when you are loading things on top of the truck with the door closed.

Yes running boards are just that steps and rock rail provide protection to the body and are not a step

The tube step offers no real body protection and is only there for a step. The rock rail is about 1 - 1 1/2 (give or take) out from the body with no designed step and is designed for rock crawling and body protection from rocks on the truck body

Well, true rock rails are also bolted direct to the frame to be able to “hold” that. Of course cheaper versions aren’t always built great, so lots of variations.

Did any see steps that bolt onto the ROCK RAILS? I saw them and an no longer find them.
